I google searched for programs like that, but couldn't find any that would be of use to you unless you feel like forking over some $$$. Winamp won't do it.

There isn't really a point in doing so anyway though, like Sorrow said. If improving the sound quality is your aim, converting to .mp3 won't help any more than it would to convert a 128kbps song to 320kbps.
