The production values being good I agree with, but the ambience is haphazard. Sometimes the show will nail it (such as in the scene I discussed in my review), and other times it'll be like "HEY GUYS LOUD MUSIC THIS SURE IS SCARY RIGHT." I'm not at all a fan of the "using loud music to pound a scare into the viewer's head" approach unless I think a story has really earned it. When Wendy stumbles upon that weird room where the dude in the bear suit is giving that guy a BJ in The Shining? I'd say that warrants the freaky music. There's nothing in Another that freaky; all the kills are hilarious, and the other "scares" pedestrian. The whole show would have benefited more from being subdued, but visual media as a whole are scared shitless of silence, so hey.
